Our Story


Dedication and Service

It’s amazing how one small idea can evolve into something extraordinary. Friends of Lincoln City Parks & Recreation began with a shared vision: to strengthen the bond between our community and the beautiful parks we cherish. Rooted in the belief that we all have a responsibility to make a meaningful difference, our organization has grown into a vital force in enhancing the quality of life for Lincoln City residents and visitors alike.

When a group of passionate community members saw the limited budget of the Parks and Recreation Department and the growing desire for more programs and outdoor opportunities, they knew something needed to be done. They understood that parks are essential not only for physical activity but for connection, relaxation, and recreation.

In response, a group of volunteers came together to form the Friends Group, aiming to support and supplement the department’s efforts through fundraising, volunteerism, and advocacy. Through these efforts, we’ve helped fund essential programs, improve park facilities, and create spaces everyone can enjoy.

Today, Friends of Lincoln City Parks & Recreation continues to foster a sense of community, working alongside local government and residents to keep our parks vibrant, accessible, and well-maintained for generations to come. Through collective effort, we transform our parks into spaces where memories are made, and lives are enriched.

David Jamieson - President

  • David Jamieson’s career in the software industry began with Now Software in 1992.  He worked for major independent software vendors such as Tripwire, Epicor and Serena Software, along with smaller companies like Centennial Software (acquired by FrontRange).  He is currently retired. 

    David graduated with a BS in Business Administration from Miami University (Ohio) and earned an MBA from Portland State University. 

    In addition to being a 25+-year member of Toastmasters International, where he earned the Distinguished Toastmaster Award (DTM), David is Board President and Program Manager for North Lincoln County CERT (Community Emergency Response Team), Board President for the Friends of Lincoln City Parks and Recreation, co-chairs the Portland State University Advocates Committee and plays marginal golf in a Men's League. 

    David’s key to health and longevity is lap swimming at the Lincoln City Community Center.  He believes Parks and Recreation is one of the key pillars of a good life and avidly supports community participation in all things Parks and Recreation.

Joan Prins - Treasurer

  • Joan Prins grew up in Portland and graduated from the College of Idaho. After her husband Darrell completed Podiatry school and residency in California, they decided they wanted to return to Oregon.

    They moved to Lincoln City where Joan managed their private practice for 20 years. In 2016 Darrell became employed by the local hospital, allowing Joan to retire.

    Having the freedom to no longer work she was eager to spend her time volunteering to give back to the community and to learn and grow. She was honored as the 2024 Community Days Volunteer of the Year.

    Among her many volunteer roles, she is a founding member of a newly formed 501(c)(3) Friends of Lincoln City Parks and Recreation and sits on the Advisory Board for Parks and Recreation.

    Joan has successfully written grants and lends her experience as a volunteer member of the grant writing team for Lincoln City Parks and Recreation. Their three grown children all live close and they enjoy spending time with them as often as they can. Recently they have been exploring beautiful places with their adventure van.

Josh Zantello - Secretary

  • Joshua D. Zantello earned a B.A. from Michigan State University and both a J.D. and a Diploma of Comparative Law from Louisiana State University. Before starting his legal career, Joshua sold insurance in Michigan then ran a construction company in New Orleans, giving him a wide range of experience to draw on. He was admitted to the Oregon State Bar on May 10, 2012. 

    Before joining Zantello Law Group, Joshua clerked for the Honorable Douglas D. Dodd, U.S. Bankruptcy Court for the Middle District of Louisiana. He is also a JAG officer with the Oregon Army National Guard where he served as a Combat Engineer, Legal Assistance Attorney, Trial Counsel, Defense Counsel, Brigade Judge Advocate for the 41st Infantry Brigade Combat Team, Deputy Command Judge Advocate for the Land Component Commander, and is now the Chief of Administrative and Civil Law. He deployed to Kosovo as the Deputy Command Judge Advocate in support of Operation Joint Guardian. He also deployed in support of Joint Task Force Reassurance, the State of Oregon’s COVID-19 Emergency Response. 

    He is happily married, the proud father of two boys, and the proud step-father of two more boys. He enjoys running, hiking, camping, and photography. His areas of practice include Probate, Real Estate, Trust Administration, Bankruptcy, Contracts, Small Business, and Non-Profit. He is involved in the community where he coaches t-ball, soccer, and basketball, teaches Awana and Vacation Bible School, and has served on the executive boards for First Baptist Church, Lincoln City Warming Shelter, Coastal Support Services, Lincoln City Chamber of Commerce, Lincoln County Foundation, Kiwanis Club, and Friends of Lincoln City Parks & Recreation.

Boone Marker - Board Member

  • Boone Marker is a beloved figure in Lincoln City, known for his dedicated service to the community and his passion for local sports. For eight years, he worked for the Parks & Recreation Department, helping to shape the city's recreational offerings and supporting its growth. A true sports enthusiast, Boone has coached multiple youth sports teams, sharing his knowledge and fostering a love of the game in young athletes. 

    In addition to his work with the Parks & Rec department and coaching, Boone serves as the public address announcer at the local high school, bringing energy and excitement to school events. His contributions extend beyond sports as he actively serves on several local boards of directors, helping guide initiatives that benefit the community. 

    At home, Boone shares his life with his wife, Kristina, and their eclectic family of pets, which includes two cats, a dog, and a snake. His commitment to both his family and community showcases his strong values and dedication to making Lincoln City a better place for all. Boone's influence is felt both on the field and in the lives of those he serves.

Jane Mulholland - Board Member

Brenda Scotton - Board Member

  • Brenda Kelly Scotton feels lucky to have been born into a Wasco County community-centered farming family.  She met husband Stan on the banks of the Salmon River when they were Waterfront Directors of Camp Westwind and Meriwether respectively. 

    They taught in Guam for 3 years then spent a year traveling back to Oregon.  They settled in Portland’s Sellwood neighborhood and raised two boys.  Brenda’s mother and father-in-law “Scotty” purchased a Lincoln City lot and began building a house and garden in 1971.  Everyone helped!  “Scotty” volunteered as a Park Board member for many years advocating for Open Space land and guiding a Community Center remodel including gym, pool, walking track and climbing wall. 

    In 2012 Brenda retired from teaching GED and ESL classes at Portland Community College and Multnomah County Corrections.  Now she is focused on continuing Scotty’s mission of community building, recreation access, and sharing in preservation/stewardship.  Brenda supports the enhancement of Parks and Recreation as Lincoln City evolves.  Brenda has 4 grandchildren.

Brittany Anderson - Board Member

  • Brittany Anderson has called many places home over the years, but she and her family found something special in Lincoln City.

    Brittany received orders to be stationed in Newport with the NOAA Corps in 2016; she and her family settled down in Lincoln City and have been proud to call it home ever since. Brittany continues to work with the National Oceanic and Atmospheric Administration as a civilian in Newport while staying rooted in the local community she loves. Grateful for all the opportunities and activities the area has offered her family, Brittany is happy to give back by serving on Driftwood Public Library’s Library Board and volunteering with the Friends of Lincoln City Parks and Recreation.

    You’ll also find her leading the local Girl Scout troop and teaching science classes at St. James Santiago School. She’s passionate about community involvement and is always eager to lend her time and skills to projects that help Lincoln City thrive.
